H. Ray Starling
Program Manager, Hawaii Energy

H. Ray Starling is currently the Program Manager for Hawaii Energy, which operates the energy conservation and efficiency program for Hawaii, Maui and Oahu. His team designs and implements various measures to work toward the goal of the Hawaii Clean Energy Initiative, which aims to significantly reduce the state's dependence on fossil fuel. Prior to this position, he was the managing principal of Hawaii Energy Group, LLC (HEG), an energy consulting and development firm, where he focused on developing renewable energy opportunities in Hawaii, including the Makila Hydro-Electric Plant on Maui. Additionally, Starling served as President of HEI Power Corp., which developed independent power projects throughout the Asia-Pacific region. Starling holds a bachelor of science in mechanical engineering from N.C. State University and a juris doctorate from Wake Forest Law School.

Robbie Alm

Executive Vice President, Hawaiian Electric Company

Robbie Alm is the Executive Vice President of Hawaiian Electric Company, Inc. with the primary responsibility of moving the company to a clean energy future. He previously held other positions in the company in the public affairs area. Prior to join the company in 2001, Alm was the Executive Vice President and Group Manager of the Financial management Group of First Hawaiian bank. He also served as Director of the State Department of Commerce and Consumer Affairs for six years under Gov. John Waihee and Deputy Director for two and half under Gov. George Ariyoshi. He also worked on the staff of U.S. Senator Daniel K. Inouye. Alm serves as Board Chair for Enterprise Honolulu and PBS Hawaii as well as on the boards for Bishop Museum, The Friends of Iolani Palace, Helping Hands Hawaii, Hawaii Institute for Public Affairs, Sutter Health Pacific and Island Insurance Company. He holds a bachelor's degree in political science from the University of Hawaii and a juris doctorate from the University of Iowa School of Law.

Kaulana H.R. Park

Chairman, Hawaiian Homes Commission

Formerly the deputy director, Park has been with the department since 2003, where he started as executive assistant to the chairman. As a lead strategist for the Department of Hawaiian Homelands (DHHL), he provided direct oversight on special projects ranging from program development to critical projects and issues relating to fulfilling the department’s mission to put Native Hawaiians on the land and into homes. His focus was primarily on operations efficiency, administration workflow, and leadership development. In July 2006, Gov. Lingle appointed Park to lead the Administration’s efforts to coordinate solutions to the state’s homelessness. Park previously served as Manager of the Office of Hawaiian Affairs’ Native Hawaiian Revolving Loan Fund, Manager with Bank of America, Assistant Branch Manager with First Hawaiian Bank and Business Banking Officer for Wells Fargo Bank. Park has served on the Hawaii Public Housing Authority board and serves at New Hope Hawaii Kai Christian Fellowship. He is the past president of the Native Hawaiian Chamber of Commerce, former board member of the U.S. Civil Rights Commission of Hawaii, former board member of Lokahi Pacific Rural Development, Inc. and former 2nd vice chairman of the Hotel Travel Federal Credit Union. He also participated in the Pacific Century Fellows program and is a graduate of Kamehameha Schools and Stanford University.

Scott Seu
Vice-President, Energy Resources, Hawaiian Electric Company

Scott Seu is Vice President of Energy Resources. In this position he oversees the acquisition of renewable energy resources to meet our company and state renewable portfolio goals. Seu is responsible for the important purchase power and other resource acquisition activities as well as the functions that relate to demand response programs, pricing, customer technology and new energy initiatives. In his 17 years with Hawaiian Electric, Scott has held numerous leadership positions across the company, including as Manager in the Energy Projects, Customer Installations and Environmental departments.
